Yes. Six Delves and four Nightmare hunts together cover the full weekly requirement, so all three PvE slots unlock at reset. Nightmare hunts put those rewards on the Hero track, which is the best weekly gear available without a group.

Each key opens a bonus chest at the end of a Delve. Six of them means six additional chances at gear beyond the standard Delve and Prey drops, which is where a lot of the value in this bundle actually sits.
