Nightmare, if gear is the point. It is the only difficulty giving Champion pieces from the hunts and Hero track rewards through the Vault. Normal and Hard still move the Journey and bank currency at a lower cost, so the usual approach is Nightmare for the weekly gear and cheaper hunts stacked underneath for Journey progress.

Hunts fill the World row, and on Nightmare those rewards come off the Hero track. That makes Prey one of the strongest solo routes to a Vault worth opening, without needing a group or a raid lockout.

The vendor rewards at the top of the track, the Preyhunter's Fury mount among them. Every hunt moves it forward regardless of difficulty, which is why ordering in quantity is what actually gets you there.
