In a fresh league, yes. The campaign is where most of a league start is spent, and gear with capped resistances and movement speed removes the deaths and the backtracking that make it slow. In a one-month event league that time is a larger share of the whole thing.

Elemental resistances first, since uncapped resistances are what kills characters in the later acts. Then life on every slot that can roll it, movement speed on boots, and a weapon with enough damage to keep clear speed up. Everything else is secondary while you are still in the campaign.

The set is matched to your class and build. Weapon type and stat requirements differ across the classes, so a Monk, a Witch and a Warrior each need different gear, and it is worth telling support which you are playing before the order goes through.
