Ninety, the same ceiling as Resonators, and it is gated by your SOL3 Phase in exactly the same way. A weapon cannot pass the cap your account's Phase allows regardless of how many materials you have.

A great deal. Base attack from the weapon feeds every damage multiplier your character has, so levelling the Resonator while leaving the weapon behind caps your output well below what the build is capable of.

Yes, and that is the real constraint. Weapon Ascension materials come from Waveplate-gated content, competing directly with the same budget your characters need, which is why so many accounts have finished Resonators holding unfinished weapons.

Neither works alone. The character provides the multipliers and the weapon provides the number they multiply, so a build only performs once both are done, which is why they are usually worth handling together.
