It’s 300. Lockpicking is capped at five times your character's level, so a level 60 rogue is needed to reach the full skill.
Only rogues have Pick Lock. Blacksmiths can craft skeleton keys and engineers can blow some locks open, but both are consumed on use and neither reaches the locks a rogue can open.
Lockboxes and junkboxes, locked chests in the world and inside dungeons, and locked doors that would otherwise need a key. Junkboxes come from Pick Pocket, which means every humanoid is a small payout for a rogue with the skill.
It costs no profession slot and pays in gold and loot every session. A high Lockpicking rogue also opens boxes for friends and guildmates, which makes it the most requested class skill in any group.
