13 to 18, with a minimum entry level of 8. Blizzard kept the Classic tuning rather than raising it to match the Alliance starter dungeons, so Horde characters still get their first instance a little earlier than the other side.

Inside Orgrimmar. It is the only dungeon in the game placed within a capital city that belongs to one faction, which is why it stays a Horde run in practice.

Not in any workable way. The entrance is inside the Horde capital and Forever has no level scaling and no flying, so an Alliance character in the 13-18 bracket has no survivable route to the portal. Hall of Thanes in Ironforge is the Alliance dungeon at the same level range.

They do, but the experience now sits in the dungeon quests rather than in the clear itself. Blizzard shifted it deliberately to stop dungeon spamming from outpacing everything else, which means running an instance once with the quests done is worth far more than running it repeatedly without them.
