1700 for Season 3 weapons and 2000 for Vengeful Gladiator shoulders. Nothing else in the set is gated. Anniversary lowered the weapon requirement from the original 1850, which is why old TBC guides give you the wrong number.

No. The requirement applies at the moment of purchase, not permanently. Once the weapon is in your bags a later rating drop does not disable it. If you have crossed 1700 and the vendor still shows the item in red, relog before assuming something went wrong, since the update can lag.

Coordination. One partner instead of two, faster queues and a schedule that is possible to keep. The tradeoff is fewer arena points per week than the larger brackets, since payout scales with bracket size.

Leftover points convert to honor at ten honor per point when a season ends. If you are pushing rating around the Season 2 into Season 3 changeover, spend your balance before the reset rather than carrying it across.
