No. It is an achievement mount, so there is no drop rate and no luck involved. Once all four factions hit Luminary the mount is guaranteed. The only variable is time, since the reputation is gated to weekly resets.

Because Saltheril's Soiree caps how much reputation you can earn per reset and splits it across four factions. There is no way to brute force it in a weekend no matter how much you play, which is the whole reason a managed run is worth it. It keeps the bars even so the last stretch does not bloat.
