You need to complete the Legend of Aln'sharan questline in Harandar first - this unlocks Mysterious Skyshards as a mob drop in the zone. Then you farm 500 Skyshards and turn them in to Kuri to summon Aln'sharan and claim the mount. Completing this also awards the Herald of the Goddess Feat of Strength permanently on your account.

From mobs in the Harandar zone, but only after the Legend of Aln'sharan questline is completed. The drop rate is low which is what makes the 500 Shard requirement such a significant time investment without a boost.
