It is decided on the final standings, not on a rating you hit once. The title is awarded when the season ends to whoever sits in the top 0.1% or top 8, whichever is higher. That is why this is a season-long hold rather than a single push, and support will explain exactly how the bracket is maintained through to the close.
A level 90 Horde character with a Conquest set and an active Midnight subscription. The title is Horde only, so Alliance players want the Venomous Marshal equivalent instead. Support reviews your gear and current rating before starting.
