No, and the name catches people out constantly. Tempest of Chaos drops from Archimonde in Hyjal Summit, which is Phase 3 content. Tempest Keep is Phase 2 and its loot caps out around item level 128, so this is a tier above anything in The Eye.

Not before ordering. Vials of Eternity is the chain that opens Hyjal, it starts with Soridormi in the Caverns of Time, and it can be added to this order if you have not finished it. In Anniversary the attunement is account wide, so doing it once covers your alts too.
