Rocket Fuel is a rare upgrade material used for Black Site progression including stash and base upgrades tied to the Cyber Security Division. It cannot be bought from the auction house and cannot be obtained through trading. The only source is finding it inside the Space City raid.

The spawn locations are spread across contested areas of Space City and the item is well known enough that experienced players check every spot on every run. Going in without map knowledge means competing against operators who have done this dozens of times and know exactly where to rotate first.
