Collectibles are rare items you extract from Operations that have value beyond just selling them. Some are needed for base upgrades, some progress the Collector Quest line and a few are just worth serious credits if you know where to move them. The Exclusive tier items like Heart of Africa and Medical Ventilator sit at the top of that hierarchy.

Depends on the item. Most high value collectibles have fixed or semi-fixed spawn locations in specific Operations maps but those spots are usually contested. Everyone running that map for loot knows the same locations you do, which is most of the problem.
