Start with Honor gear (276) if you have no PvP gear yet. Take Conquest gear (289) if you're already Honor-geared and pushing rating. Choose the BiS Combat Kit for max stats tier set bonuses and sockets.

Your character reaches 224 ilvl from Heroic dungeons and world quests alone. 246 ilvl requires Mythic +0 runs. The 250-280 range needs Mythic +2 to +10 keystones and crafted gear.

Yes. The Conquest gear option requires you already have a full Honor set equipped. If you don't, select Honor gear first or bundle both.
