That means 22 hidden caches scattered across the island, tucked into cave mouths, sunk underwater and buried behind terrain that gives no hint they exist. Miss one and the achievement sits at 21 of 22 with no marker telling you which. It unlocks account wide, so one character finding them covers every alt you own.

The 22 treasures have no in-game tracker showing which ones you are missing. Several sit underwater, inside caves or behind terrain with no visual cue, and the achievement gives you a count rather than a checklist. Most people stall somewhere in the high teens and spend longer hunting the last few than they did finding the first fifteen.
Yes. The Coiled Isle opens with Patch 12.1 on August 11, a week before Season 2 begins on August 18. The treasures are patch content rather than seasonal content, so this is one of the first things available on the new island.
Every treasure contains loot, and all of it stays with you along with any gold picked up during the run. The route also covers a good portion of the island, which puts you ahead on anything else Coiled Isle related you decide to chase later.
