Sha-Touched gems aren't a drop. The first one is a reward from Chapter I of the legendary questline, and extras cost 10,000 gold each from the Blacktalon Quartermaster once that's done. The service completes the questline that unlocks them, which is the real work behind the gem.

Yes. The gems only fit Sha-Touched weapon sockets and have no other use. If you don't already have one of the nine Sha-Touched weapons, add the weapon option so your gem is actually usable, otherwise it sits in your bags.
