Kings' Rest is in the Season 2 Mythic+ pool, so the mount can drop from the boss and from the Challenger's Cache on timed runs. That means more rolls per week than the old single lockout allowed, and your boosters stack the runs to chase it.

Mount Farm buys a set number of runs, each a separate chance at the drop. Guaranteed keeps farming for as long as it takes until the mount is on your account. If you want it for certain, take Guaranteed. If you want to try your luck cheaper, stack runs.
