It is a character title earned by completing all Intel 7/7 objectives across Marathon's maps and factions. Each zone and faction has its own Intel set and you need to complete all seven tasks in each one to make progress toward the full title.

Each Intel set sends you into specific areas of each map with specific tasks to complete, often in zones that are heavily contested or dangerous enough that dying mid-objective resets your progress for that run. Outpost in particular has scan drones, weather hazards and UESC everywhere, it is not a map where you can casually work through a checklist without being prepared for a fight.
