When your shield takes damage you gain 25% bonus armor and your allies gain 35% of your armor, refreshing on a 3 second cooldown. It rewards being the one absorbing incoming fire rather than avoiding it.

Yes. The talent triggers on shield damage, so the build has to run one. Without a shield equipped there is nothing to set it off.
