Hits apply stacks to the enemy, capping at 20 on a single target. Reloading consumes every stack on that enemy and deals 2% Weapon Damage per stack, so twenty stacks means a 40% Weapon Damage detonation.

Stacks are per target, so spreading fire across a group builds smaller counts on each one. The biggest single detonation comes from focusing one enemy to twenty and then reloading.

Anything with a magazine large enough to reach twenty stacks before you run dry, which points toward LMGs, ARs and SMGs. High rate of fire builds stacks fastest, but you still need the reload to cash them in.
