In the Dark Zone, where every second matters, being able to disappear from enemy radar and become unidentifiable while gaining 50% bonus armor is a massive advantage.

Yes. The backpack doubles the bonus armor from 50% to 100%, effectively giving you two full health bars of protection. The chest reduces the cooldown from 20 seconds to 15 seconds, which means you can use Hackstep Protocol 33% more often. Without these two pieces, the set is still good. With them, it becomes the best PvP build in the game.

The bonus armor cycling and cooldown reduction work anywhere, so the set is still functional for general PvE survivability. However, the nameplate hiding effect only matters in PvP environments where other players can see and target you by name. For pure PvE endgame content like Legendary missions or raids, other gear sets usually perform better. System Corruption is built for the Dark Zone first.

Yes. You need the Warlords of New York expansion to reach level 40, which is required for endgame Gear Sets like System Corruption to drop. Your character must also have completed the WONY story before the set becomes available in the loot pool.
