Each Splinter of Evil ranks up through its own reputation track, earned from Waking Nightmares and Prime Evil remnants. Reaching rank 24 takes 20,000 reputation, and KingBoost can take any of the three Splinters there for you.

Rank 24. The Iconic Power is active from rank 1, with its six upgrades unlocking at ranks 2, 6, 10, 16, 21 and 24. War Plans modifiers for each Splinter's activities open at ranks along the same track.

No, reputation is tracked per Splinter, so each one keeps its own rank. Progress only builds on the Splinter you're carrying, though, so settle on your choice before a KingBoost order starts.
