You tell us which perks you want for PvE or PvP – for example Demolitionist or Pugilist in the first slot and Frenzy or Explosive Payload in the second. We farm until a Better Devils drops with exactly those two perks. Random perk drops and single guaranteed perks are cheaper but Gold Roll gives you full control over your god roll.

Better Devils is one of only two Strand Hand Cannons in Destiny 2 and the only one that can roll Strand perks. Adaptive Frame Hand Cannons have become PvE staples thanks to their ability to take down targets even on higher difficulty, and perks like Frenzy or Explosive Payload give free damage boosts. In PvP it is less dominant but Explosive Payload flinches enemies and Elemental Capacitor can offset its low stability.
