Tier 8 for gear, because it maxes out all three reward sources at once. The Bountiful Coffer, the map reward and the Great Vault Delve slot all reach their seasonal ceiling there and go no higher.

Only for crests and collectibles in most cases, since Tiers 9 through 11 pay better Mistcrests and feed Delver's Journey faster without raising your Vault reward. The one exception is Tier 11 combined with Delver's Journey Rank 9, which lifts the Bountiful Coffer to 305. Without that Journey rank, Tier 11 gives you no more gear than Tier 8.

Partly. The unlock runs count toward Delve progress and the slot scales to the highest tier you reached, so the quality is handled. Depending on how many runs the unlock takes, you may still need a few more clears that week to fill every slot.

For the Bountiful rewards, yes. Past the lower tiers the real gear comes out of Bountiful Coffers and each one spends a key, which is why key supply ends up being the actual bottleneck rather than the tier itself.
