Yes, since Season 15. War Plans reputation and skill tree progress are shared by every character within the same realm split: Eternal or Seasonal, Softcore or Hardcore, and regular or SSF. Each character still spends its own points, so one KingBoost order benefits all of them.

It moved to the Eternal realm when Season 15 launched on September 15. If you played Season 14, check your Eternal progress before ordering skill points there so nothing gets duplicated.
