Yes. Sunwell Plateau is the Phase 4 raid of TBC Anniversary and has not been released yet. Preordering reserves your slot now and the runs begin the week the raid goes live. Earlier slots in the schedule fill first, so the further out from launch you order, the closer to release week your run gets booked in.

The drop rate from Kil'jaeden sits around 3-7% per kill based on historical data. The bow is Hunter-only and we cannot guarantee the drop on any specific clear. Multiple Kil'jaeden kills across consecutive lockouts stack your odds, and Full Loot Priority orders place your character first in line if it does drop.
