They are a Binding currency that drops from any Iron Horde mob on Draenor. You use them to buy the Stormwind Guard armor from the vendor in your Garrison’s Dwarven Bunker. The drop rate is low, and most mobs drop nothing at all.

Yes. You need a Dwarven Bunker in your Garrison. The vendor, Kristen Stoneforge, only appears inside that building. A Level 2 Bunker is required to see the Stormwind set for purchase.

The 7-piece armor set costs 410 Iron Horde Scraps. The Tabard costs 5 more. The Shield costs 80. The total for everything is 495 scraps. You also need three special Iron Horde armor pieces that drop from dungeon bosses, which we also farm for you.

Yes, as long as the character is Alliance level 90 or above. The Stormwind set is cosmetic and can be transmogrified by any armor class at level 90.
