It is exclusive to one activity. Broken Rain is a four-player Incursion on dedicated difficulty, so you need a full squad that can actually finish it before the rifle is even a possibility, and the drop is not guaranteed when you do.

Body shots build stacks on a target, up to three, each adding amplified damage. Your next headshot consumes all of them and pays out at a much higher rate per stack. Switching targets wipes your stacks, so it rewards staying on one enemy and finishing the job.

It works, but the talent uses lower values in PvP than PvE. The rifle is built around sustained fire on a single target followed by a headshot, which lands more reliably against AI than against a moving agent.

Level 40 and access to the Incursion. Everything else, including assembling the squad, is handled as part of the order.
