The Return of the Ancients expansion adds the Origins of Divinity quest, which gives you deterministic access to the boss after completing specific Atlas milestones. You no longer need to farm random Crisis Fragments from Citadels. The quest guides you through the necessary steps to unlock the Hallowed Armillary encounter.

The Arbiter drops exclusive unique items tied to the Return of the Ancients theme, including new body armours, weapons and jewels. The most valuable drops are the Fragment of Divinity currency items, which are used for high-end crafting. Higher difficulty tiers improve the quality and quantity of unique drops.

Defeating the Arbiter of Divinity grants Atlas passive points for the Arbiter section of your Atlas Passive Tree. The base kill gives 2 points, and completing higher difficulties gives additional points up to a total of 8. These points unlock modifiers that increase the difficulty and rewards of future Arbiter encounters.
