You need a level 90 character and a Horde Garrison with a War Mill built. The Quartermaster inside sells the armor pieces. You buy them with Iron Horde Scraps. You cannot buy the set anywhere else.

The drop rate is low. A single mob drops 0-3 Scraps. Most drop zero. You are looking at thousands of kills across multiple weeks to gather the 410 Scraps for the full 6-piece set. The numbers are not a joke.

Yes. The Quartermaster upgrades his inventory when you upgrade the War Mill. The Axe requires the Level 3 building.
