Match the tier to the track your gear sits on. Champion pieces upgrade with Champion Mistcrests and nothing else substitutes. Look at what you want pushed and pick accordingly, or let support work it out with you.
Depends how much you want moving. A hundred fully upgrades one piece. Enough for a weapon and a couple of tier slots is where most players feel the jump. Crests cap weekly per tier and the cap stacks if you have missed weeks, so an account coming back from a break has real headroom to catch up.
