Yes. Midnight Delves: Tier 11 (Season 1) is only available during Midnight Season 1. Once the season ends it becomes permanently unobtainable.

Yes. Tier 11 Delves must be unlocked on your character. If you haven't reached that tier, select the Tier 11 Delve Unlock add-on at checkout and KingBoost will handle the unlock before the title run.
